About Congressman Hoyer

Congressman Steny H. Hoyer represents Maryland’s Fifth Congressional District and serves as the most senior member of the House Democratic Caucus, with more than forty-two years of distinguished service. He has held the House’s most senior leadership positions, including House Majority Leader (2007-2011, 2019-2023) and House Democratic Whip (2003-2007, 2013-2019).

Legislative Legacy

Champion of Civil Rights and Democracy

  • Americans With Disabilities Act (ADA): Shepherded this landmark civil rights legislation to House approval in 1990, helping millions of disabled Americans achieve independence
  • Help America Vote Act: Guided comprehensive election reform legislation called “the most significant piece of election law since the Voting Rights Act”
  • Federal Employee Pay Comparability Act: Restructured the federal pay system to ensure fairness for working families

Family: Three daughters, son-in-law, four grandchildren, three great-grandchildren. Married to Dr. Elaine Kamarck (2023).
